Sir:-

With reference to the note dated April 13th, 1908 transmitting for my observations copy of a despatch from the Colonial Office dated March 26th enclosing Hongkong Ordinance authorising Companies registered under the Companies Ordinance 1865 to keep local registers of their members outside the Colony, I have the honour to report that this Ordinance embodies an arrangement come to by Sir Haviland de Sausmarez directly with His Excellency the Governor of Hongkong. It seems to me exactly to meet the necessities of the case: the injustice of death duties being payable both to this Court and to the Court in Hongkong is removed, while the Hongkong revenue is protected. The arrangement is quite acceptable to the mercantile communities in China and has
